The Council of Priests consists of Vicars and Deans.
A vicar is a representative, deputy or substitute; anyone acting “in the person of” or agent for a superior.
Vicars exercise authority as the agents of the bishop of the diocese. Most vicars, however, have ordinary power, which means that their agency is not by virtue of a delegation but is established by law. Vicars general, episcopal vicars, and judicial vicars exercise vicarious ordinary power; they each exercise a portion of the power of the diocesan bishop (judicial for the judicial vicar, executive for the others) by virtue of their office and not by virtue of a mandate.

Deans:
The Dean (Vicar Forane) is a priest appointed by the Bishop for a five-year term. He may be reappointed for subsequent terms at the discretion of the Bishop. In appointing the Dean (Vicar Forane), the Bishop may consult with such priests, deacons and laity, as he deems appropriate.
The Dean exercises the functions described in Canons 553 – 555 of the Code of Canon Law, and other applicable canons and the general law of the Church. The Dean may also receive other specific faculties as a part of his letter of appointment.
